Reps Committee Passes Vote of Confidence in Tinubu, NNPC Ltd, PINL Over Pipeline Security Gains

Lawmakers recommend extension of PINL’s surveillance contract, citing increase in crude oil delivery to Bonny Terminal from 3% to 98%.
ABUJA, October 13, 2026 — The House of Representatives Committee on Host Communities has passed a vote of confidence in President Bola Tinubu, NNPC Limited, Pipeline Infrastructure Nigeria Limited (PINL) and its Managing Director, Dr Osahon Okunbor, following reported improvements in pipeline security and crude oil delivery.
The resolution followed the adoption of a subcommittee report on a petition alleging financial mismanagement, improper contract implementation and neglect of pipeline surveillance personnel by PINL.
The committee recommended that the allegations against the company and its managing director be dismissed, citing the petitioners’ failure to appear before it or submit documentary evidence despite receiving three invitations.
Chairman of the committee, Dumnamene Dekor, said the lawmakers would discontinue further investigation into the allegations while acknowledging PINL’s contributions to pipeline protection.
The committee also recommended that the Federal Government extend PINL’s pipeline surveillance contract, pointing to reported improvements in crude oil delivery to the Bonny Terminal through the Trans Niger Pipeline.
According to the committee’s report, crude oil delivery through the pipeline increased from three per cent in May 2022 to 98 per cent in September 2026.
The development comes amid ongoing efforts to strengthen security around critical oil and gas infrastructure, boost crude oil production and improve government revenue from the petroleum sector.
The lawmakers commended NNPC Limited for supporting pipeline security operations and urged PINL to sustain its engagement with host communities while improving the welfare of surveillance personnel.
The report will be presented to the full House of Representatives for consideration and adoption.
